Here you can find two documents concerning FCI policy for alternative dog sports organizations (IFCS in the case). The first one is an official request from RKF (Russian Cinological Federation, the member of FCI)) to FCI about IFCS Agility World Championship:

The word "dissident" is very well known for those Russians (including me) who was born in the USSR. It is very strange for me to read such terminology and such recommendations in the paper from the world proud with it's old democracy traditions. It seems that the Bureaucracy instead of the Democracy is in power here. I will be glad to be wrong.
